Throughout the Town of Greater Napanee parking regulations apply. Listed are some of the common issues found in rural areas of the municipality.

Fire Safety Parking, Stopping and Standing  Blocking an Intersection or Roadway
It is never ok to park less than 10 feet from a fire hydrant or in a fire lane. Emergencies could happen at any time and emergency crews may need space to work or access buildings.     In Greater Napanee you must make sure your vehicle is parked far enough back from an intersection to provide vehicles the ability to safely pass through. That means 25ft back from a regular intersection and 100feet back from an intersection with traffic lights. You must also take care to not block the roadway with your car. Ensure traffic has adequate room to get by.

Winter parking regulations are in effect from December 1 - March 31. During this time, parking is not permitted on any roadways or streets between 1:00 am and 7:00 am for winter maintenance operations.

Parking is also not permitted during this time on municipal property. This includes Arenas, Community Centres, Municipal Parking Lots, Park Parking Lots, and Boat Launches.

It is important to note that while the Town clears snow from sidewalks and pathways, it is illegal to park on or block a pathway or sidewalk any time during the year.

During heavy snowfalls it is necessary to temporarily store additional snow safely on the shoulder of the road, on boulevards, or other areas. For that reason, parking is not permitted in these areas either.

Vehicles must be parked on private property so they do not not interfere with winter maintenance. It's important to note that private parking lots may have restrictions on overnight parking, and you should always check with the private landowner or operator first.

Exemptions to the Parking By-Law can be issued by the Town if certain criteria are met by the applicant.

Temporary Exemption from Time Limit  Temporary Encroachment for Recreational Vehicles

Parking By-law 2014-0032 allows the Clerk to issue temporary exemption permits to allow permit holders to park beyond the maximum time limit of 2 hours in the downtown.

  • Permits can only be issued for a maximum of 30 days
  • The cost for a permit is $15 per day

The Clerk is authorized to issue parking exemption permits to the owner or operator of any vehicle to be used for the purpose of parking on a highway for longer than the maximum time limit specified for a limited parking zone under Parking by-law No. 2014-0032.

By-law 2022-0037 amended the Parking By-law to allow for temporary encroachments into the municipal right-of-way when preparing a recreational vehicle for active use or storage.

  • Permits can only be issued for 48 hours, twice per year per property
  • Permits can only be issued between April 1 and October 31 in any year
  • The sidewalk surface must remain clear for accessible passage
  • The cost for a permit is $15 per use

Permits are issued by the Clerk's Department (99-A Advance Avenue)
